I'm sure there must be an off the shelf solution to this.

Selling on Ebay you get a number of orders, from PayPal you must print off a packing slip for each and probably use that in a window envelope or docs pouch to stick onto your package for postage. Indeed you can use the online Royal Mail service but for International it's more expensive and doesn't offer 2nd class services, so it can be preferable to use the old fashioned sub-post office instead.

Problem, how can you select multipe orders / payments and print onto a sheet of Avery A4 labels the delivery address? Ideally like I do with Actinic this would be a combined packing slip with peel off label which is a stationary choice, however you seem to have to perform this task one order at a time which is very long winded.

Many people sell on Ebay, our orders are increasing steadily so it is becoming a problem. Anyone know of a solution?

You can now buy integrated labels which have come down in price over the last few years. Most ebay, (ebay selling manager pro etc) use these types of forms. Also integrated label online companies now sell stock which have the label in the correct position for paypal packing slips and Actinic which you mention http://www.cheap-integratedlabels.co.uk/single_integrated.asp is a site you could visit to see if they have something to suit. Dymo labels on a roll are also an option, although you will need to run off a sheet of paper if you wish to include an invoice/ receipt and you may find when your orders increase mistakes might happen.
