PayPal Customer service is non existance.

I have a minor hassle in that my bank account has been marked "Available only for Withdrawal" in the last few weeks.

I still receive money from sales but when I want to refund I cannot. I have to send a cheque. This is a hassle besides Paypal is getting the commission for the sale.

I've tried communicating via the contact link in the website for 3 weeks now (sent a query 3 times) and I'm told I'll be contacted in 24 hours. A few days later I get a email asking me to rate the service that I've heard nothing about.

Does anyone know how to rectify this?

You could trying phoning them? I've always found the customer support on Pay Pal to be really helpful but I've only ever dealt with them through phone calls.

As above you should be able to phone them and hopefully resolve the issue that way.
