The parcel market works on the basis of critical volume, and at present that volume isn't there. Therefore it's either going to be a choice of increase prices, or close distribution centres, or do both, OR, go bust.
Citylink are on track for £28m of losses this year, and that's after the "turn around" year where they've increased their customer service levels substantially over the last six months.
Don't expect delivery prices to drop this recession, the only way they'll be going is up.
