Paperless Certificates?

We are registered chimney sweeps, after each job we issue a paper sweeping certificate.

Would it be possible to have a certificate on a tablet that the customer signs with a touch screen pen and then we can email that to the client? If so what type of businesses would design such a certificate and set it all up?

I spoke with signable and they don't yet have exactly what I am looking for.
I would like to be able to fill in the customers details and take the tablet to them, they then sign it and I email the signed copy to them. At present the certificate would need to be emailed to the customer, they check it and then email it back signed.
