Overseas nurse recruitment agency in UK

Hello,
I am looking for information on how to start an overseas nurse recruitment agency in UK(England). What are the steps and where do I need to apply for license?
(1) I heard that if one needs to recruit foreign nurses, we need to obtain a license from the UK Home Office
(2) I heard also that one needs to register with the Care Quality Commission (CQC)

(a) So do we need to register(agency or company i guess) at both UK home office and CQC?
(b) Do the nurses need to give ielts exam and Computer Based Test (CBT) and other tests?
(c) Do we need to register at the NHS?
