Outsourcing SEO

I have been slogging over my site for nearly a year now and getting nowhere fast.

Bad enough that I spent a ridiculous amount of money getting it set up ... thousands:( And I have worked hard to try and get some inbound links (not that they appear to be working) and I play around with the content alot, keeping it fresh and adding on new content here and there throughout the site. Had a massive problem when I went from my perfectly good £5 per month hosting package to a local company who charge me £40 a month and lost half the content on my site (still not 100% right).

I'm nearly recovered but my page rank is still 2, and I don't think I can put any more into this now. I'm finding it hard financially - every directory I want to appear in is charging me. So making a big loss right now.

I'm thinking that my last option is to outsource the SEO - but I have so little in the kitty to pay for it.

So - in a nutshell - can outsourcing SEO work if you're on a really tight budget.

Does anyone know of any trustworthy free SEO tools available?

I've tried googling free seo tools - but I'm nervous of what I'm finding incase they are scams.

Any comments very gratefully received.
