No street licence needed for mobile food/snack van trailer?

Hi,
Starting up a mobile food van / trailer and contacted my local council and no street licence is needed in this area as long as no obstruction is caused.

Without going back to them and asking the obvious (not wanting to draw attention and get them to look into it I suppose)
But does that mean (with all relevant insurances, registered with council 28 days before trading etc) we can literally pull up in a layby or even on a residential estate etc and go for it?

I feel like I'm missing something?

I was also wondering about 'free car parks' would we be allowed to pull up in one of those?

As an aside be aware that (unless in the city of London) obstruction as an offence can only be dealt with by warranted officers (so real traffic wardens) and not by civilians (such as civilian parking enforcement officers)

I know this from campaigns over parking motorcycles on pavements/bits of dead ground.
