You could first ask the management if there is any reward of any type for suggestions that would save the company a reasonable amount of money per year

And if so what would you consider fair reward

Rumor has it that a person in swan Vests matches suggested only putting the striker strip on one side , where as they were putting on both sides, saved the company a small fortune over the years,

Some companies will pay for advice others just don't expect workers to have any input so will not listen

Dont forget that any improvements MAY make your job more secure

Used to work for a large employer. A guy in my office got a £250 award for suggesting via suggestions process that the letters get sent 1st class to speed up response times from customers. Implemented within weeks.

A couple of years later a suggestion was made to change to 2nd class to save considerable money. The author got almost £5k for that suggestion.

    Same person.

i have an idea that I think would help a company
Do I tell them my idea

Or do I ask for a commission and then tell idea
I think you should suggest them because if you are working for that company some useful suggestions can be given for the betterment of the company as if the company grow you will also grow so it is nothing wrong doing this without commission.

Always provide value upfront, tell them the ides first. Then when it pays off they will reward you financially.

Not always financial reward. However when it comes time to decide promotion or assignments the person known to contribute ideas, who isn't afraid to speak up, who has saved the company money in the past - they can count.
