New Lease Assignment

Hello all, I am a freeholder of a small commercial lock up shop that we are looking to let out on a new 5 or 10 year lease outside the landlord and tenant act. Someone has approached us saying they would like it for a shorter period to start with and would be happy to take it on a licence, either yearly or for 1-3 years. Just wondering, from a landlord point of view, which would offer better protection/covenant. We would like the tenant to pay all repairs etc. Thanks!
