To write a story in a news format, you need to fill in some basic information like Who, What, Where and Why, unfortunately you have given basically no information apart from PR

We don't know what type of work the PR company wants to get, is it for small self employed people, local businesses or PLC companies each will have different requirements of a PR company

You say you have sales experience, so using the above knowledge you should be able to identify likely companies and be able to format a plan to get contact with them and explain fully what the PR company can do for them, what sort of costs would be involved and the expected returns for using them be it awareness,sales, or profit

You cant do a strategy with knowing what you goals are and what position you want to occupy in your market place. Ask yourself two very important questions
1) Where do I want the business to be in 5 years?
2) Why would my customers choose me over everyone else?
