I want to be able to receive a tex to my computer from a mobile, I then want to send a reply from my computer to the mobile that texted me, with the addition of when i reply it is at a premium rate, does any one know what program i need to do this with all carriers ? if you are in this business or know about it I will make you a partner in my venture. You want a text/e-mail gateway, not sure about the legality of the premium rate though....

You need to talk to an SMS aggregator. They will agree a contract with you that determines how much of the price of each text the punter pays, how much you get and how much they take.
