Your price range means you are looking at a crop sensor camera such as Canon's 600D. Crop sensors aren't as good in low light conditions as a full frame camera but entry level FF cameras such as the Canon 6D start around £1400 body only.

The 600d would normally come with something like the 18-55 mm f/3.5-5.6 IS II lens. The only way to improve the low light performance on a crop sensor camera like that would be to buy a "faster" lens (meaning one with a larger maximum aperture than the f/3.5 of the 18-55 lens). Even then it still wont perform as well as a full frame camera plus you have the issue of narrow depth of field to contend with. Shooting at f/1.2 or f1.8 allows more light into the camera but results in a much narrower area being in focus, making it unsuitable for shooting group shots (unless everyone is lined up exactly the same distance from the camera).

As for tall buildings - the 18-55 would be ok (it is the equivalent of a 28mm on a full frame camera) but you will still have keystoning to worry about. This is where parallel lines converge due to lens distortion from the wide angle lens. the only way to avoid this is to use a tilt shift lens which is a specialist (and very expensive) lens, only worthwhile if you are a commercial architectural photographer. Aside from that you can reduce the effect using post processing software such as Lightroom (Straighten tool) or seek to make it a creative feature of the image
