Hi,

It really depends on the quality of links you have coming into your website and avoid all link farming websites at all costs. Choose your links carefully and only link to those who are industry related. It is much better to have anchor text links on your keyphrases rather than your domain name as this gives the search term more weight within the search engines.

If anyone can find free SEO let us know also! In all seriousness, for companies without a budget, is it not worth searching the internet for advice and tips on how to do things yourself?

You need to ask questions here to get the best advice. The way to learn SEo is to attack it piece by piece. It is easy to say 'read on the web' but there is a LOT of rubbish out there that is useless, and LOTS that can harm your site and get you banned.

Ask here, small specific questions, and in time, you will learn the basics.

Start with the absoluate basics first. Don't even venture into learning about link building until you have learnt about the on-site factors that will impact on your ranking potential eg. volume of content, metatags, alt tags etc.
Leave link building till last because it'll only have the desired impact if the on-site optimisation is sorted.

i recommend getting away from the web and reading a book, now there are loads of them and a great way to start is the 'dummies guide to seo' I wouldnt mind betting that some so called experts would learn some stuff from these type of books

SEO evolves pretty quickly so ensure you get a book published recently but you can be pretty sure there isnt any 'black hat' or bad SEO techniques encouraged in most of the popular seo books on amazon, additionally you can read some opinions on these books on amazon.
