Need advice regarding a business idea - online gambling??

Hi guys i hope this reaches the right people!

i have had an idea about creating a site that people can pay for a ticket or numerous tickets with a chance of winning a luxury holiday with some variables being able to be chosen by the winner.

i have been advised that their may be lots of red tape or gambling based licences involved?

can anyone confirm or point me in the right direction??

    deffo gambling. Some guy was recently got fined 70K for running an ilegal gambling business. People gambled with some FPS in game currency and he assumed that it wasn't gambling and even encouraged under 18s to play as it wasn't gambling in his mind.

    But people thought different.

    I can understand where the guy was coming from because apps use balatant gambling models. An android game Toy Defence 2 allows you to bet against other players with ingame gold. You bet 50 gold and play a 1v1 game, winner takes all.

    You can earn free gold up to a point. Once you've completed all human vs computer missions then you cannot earn any ingame gold. So if you are playing against humans and losing then you'll have to pay to buy gold.

    It's clear gambling, but Google app seems to disagree. So this guy probably thought if these ingame wagers are fine then a casino using ingame currency must be fine too. He was wrong.
