Need Advice Over Setting Up Office in UK

We are into web design and development etc.. Which part of UK will be best for our kind of business setup. Till now we are working on the outsourced projects but now its time to be physically present there. What is the cost effective process of doing the setup and different charges? Already we have started working on office setup in CA, USA. Please share your ideas. I might save a good amount here.
