I don't know if it's any help, I also had a similar idea on creating a Montgomery town web-site but I had a feeling it was going to be hard work doing this by myself. So I spent about an hour knocking up a presentation, booked myself an appointment with the Town Council and suggest to them a joint effort in getting Montgomery on the map. I proposed to the Council a website that would work for visitors to the site but also be a central place of information sharing for the community at zero cost.
I provided information on the costs of running such a site being kept to a minimum by using my own skills and time as well as incorporating open source software. The main costs of the site are being met by local businesses having content on the site, also at minimal cost.
The Town Council have access to the site to add minutes etc and local groups can update information by having user accounts. The site now runs itself with minimal effort from me but the set up and marketing took a while to get right. I have just added a forum, again, using open source software and this is "slowly" starting to pick up albeit for a bit more marketing.
Feel free to look around the site to see how such an idea has worked for Montgomery. The site takes between 8 ~ 15k hits per month, around 2% are robots. Before you suggest - no I won't allow advertising on the site. :redface:
