Magento Table Rates

Site I published 12 months ago.
Shipping is setup to use table rates (table=xx_shipping_tablerate).

If a shipping rate does not exist (ie any weight to Vietnam) the shipping defaults to 9.99, but the owner wants to reduce this to 3.99.

9.99 does not feature in the table, and I cannot remember if or where the 9.99 is setup.

Can someone point me in the right direction? Thanks in advance.

I think you need to look at the flat rate shipping method for this value.

Same area of system configuration, different accordion pane.

Flat rate is turned off and value was set to £5.00. Have set this to £0 anyway just in case. Either way the 2 do not add up to 9.99

Silly me, navicat was pointing to the database on the old IP address.
