Local authority work

Hello
Do local authorities have to go through procurement procedures when awarding small amounts of work or is there a minimum limit before those rules apply. A manager friend wants me to carry out some freelance work and says I don't need to do anything or even provide references. Does this sound right?

Some managers are allowed to procure work within certain financial limits.
At the very least you should provide a proposal including payment terms for work to be carried out. They should provide you with a letter of engagement and purchase order number which you can invoice against.
