Deudil used to let you search for free based on a companies incorporation date and postcode, now it's £100 a year.

Only works for limited companies but is pretty cheap as you also then get company reports etc.

They do a free trial so give it a spin and see if it's of any use.

EDIT - Just found this site which lets you search by postcode (or part) and if you set the age to 1 year will just be newly formed companies - http://www.bizdb.co.uk/companies-search/

But do bear in mind a lot of companies will use their accountants address for registration so some may be missing.

Not necessarily.
There are a lot of sites for freelancers, which allow safely transact between client and freelancer.
oDesk, for example.
And one more tip for those, looking for freelancers. Try to find natives of poorer countries, such as India, or Russia – they charge much less money for the same job.

Not always, on the occasions that I have tried to do this on a budget I have found that the 'designers' are not able to do much except simply load a template onto your website.
At the end of the day most of the time you get what you pay for and yes the same equivalent from poorer countries will be cheaper but they are also surrounded by lower skilled people who charge the same and make it hard to find the good quality ones.
