legal requirements for sweet shop

Hello everyone, me and my husband have just secured a little unit in an indoor market and want to sell sweets from it. We want to sell sweets from jars, measured out the old fashioned way. I know wrapped sweets wont be a problem, but what are the legal requirements for unwrapped sweets? We will use gloves, tongs and scoops. So wouldnt officially be handling the sweets.
The unit doesn't have a sink either.
I have messaged my local council and am waiting for them to get back to me.
Any advice would be appreciated. Thank you
