Lease on flats

I have been looking at a large 3 bedroom flat which is up for sale but not selling, looking at the plans it could quite easily turn into two 1 bed flats which for the location I think will sell better

I have not been to the estate agent to get the details yet or been to the property but I am worried about the lease agreement, does anyone know if it is simple paperwork wise to convert one large flat into two smaller ones and what permissions other than planning would I need.

The building itself is currently two flats one above the other, I am interesting in the 1st floor flat.
 
If the flat is held on a long lease, then the lease will most probably contain details about allowable variations. You'll probably need a licence to alter/the agreement of the landlord to the variation, who may impose various conditions so as not to prejudice their position.

In addition to potentially needing planning permission, building regulation approval will also probably be necessary.
