I have just written a 60 page eBook that i want to give out to prospective clients in exchange to the client's contact number and email address.

Is there any cost effective software and or hosting page that i can use to host the book which people can then download by giving their email and contact number?

Many of the email marketing platforms will allow you to create a landing age to collect data and deliver the (link to) the file).

There are lots of landing page services of plugins to WP that can also do it for you.

The unbounce.com suggestion or similar lead pages type landing page builder, which you then slap on a domain as a single pager (with supporting terms, etc pages behind the scenes) will give you a central funnel point.

Get the ebook over to Amazon Kindle store so you can leverage their infrastructure and you not have to worry about any of the ins and outs of fulfilment, refunds, and all that 'service stuff'.

If you offer a free extra and lifetime updates on your landing page, you can capture emails of people who agree to receive marketing emails from you, before you pass them to the Kindle store for purchase.

You CAN build the list while you sell the product, all with a simple page/form submit and a redirect URL to Amazon.

Amazon web services (AWS) is dead easy to setup and free. It will give you the ability to deliver a link in the "Thank you" email. You can then continue to market reverent content through your email autoresponder.

Yes, there's a platform called GetDPD which is designed to host and deliver digital products (downloads). There's a free 30-day trial, after which it costs $16 per month. I know people that praise this to the high heavens!
