keywords in outbound links

I've read somewhere this can have a negative effect, what do you experts think/know.

Also does dropping the odd keyword in the bold tag help at all?

Using keywords in your outbound links anchor text that point to a site that is relative in topic/content will have a positive effect as search engines will see it is a valueable linkage. If you just link out with your keywords to random sites that have nothing in relation to your site then this is likely to do more hard than good.

Using bold for any keywords will not effect any weight it carries in the eyes of search engines, it's all about intelligent linking and relevancy.

It has some effect on the site that receives the links. As said, the effect is stronger if the whole page containing the link is on the same topic, and the receiving page is as well.

rather making it bold, add h2 tag to that text and add some styling to html code, where it just appear as bold text but in coding it will remain as h2 tag. As spiders give more imporatnce to h1, h2 tags.
