The idea behind questions is that they behave differently to discussions. A question "should" have a canonical answer. In theory, there should be very minimal discussion behind a question thread, mostly members wishing to contribute asking for clarification and then providing an answer.
As such, links to questions taking you to the original question (with the canon answer shown below) is our preferred action.

I recognise that question threads at the moment are treated very similarly to discussion threads and we've done little to nudge members towards using them in the way that they're intended. But our end goal is to get questions used in the way described above (minimal back and forth, canon answers), so we won't be making this change.
