What is the best way to know if a product is liable for duty if imported from country A into country B?

In our case, Pakistan and the EU.

Do you mean into the UK from Pakistan or EU in which case the UK global tariff schedule.

In this particular case, we've already imported it from PK duty free, and the goods are here in the UK
We have a wholesale customer in the EU that want to place an order.

I'm trying to understand if they'll be charged duties or not.

In that case look at the Taric. The standard ‘Erga omes’ rate of duty will apply.
You cannot look at reduced duties for goods of PK origin as although the goods are PK origin they are not consigned from PK with the origin certification Direct from the supplier.
