Import taxes and duties are generally quite high in Norway. The insurance is kind of irrelevant, it is valued on the commercial invoice. Did you include one?
Technically, it's not your fault as the charges are not really to do with you and are the responsibility of the importer, but it does make sense to explain it to customers as often they won't know if they haven't bought from overseas before.
