International freight forwarding

Hi! Does anybody happen to know whether a company dealing with international freight forwarding and transportation needs some kind of licence or/and permission from the authorities. I need to know whether one needs a permission in order to operate in England and Scotland. Recently, I think, it has been possible to check it up on businesslink.gov.uk, I mean there was a list of different kinds of business activities/areas, but this web has disappeared.
