Importants of various elements of SEO

As we all know their are various elements that come together to create a well optimised, high ranking website but what I would like to know is how important are these elements to relation to each other. How important would you rate link building against onsite optimisation or a well built website?

I was asked this by a new client last week.

I said that they all matter, a site (unless very low competition) cannot rank well and consistently without all of those factors.

If you do a search for the word computers you will find PCWorld ranking in the number one position on Google UK. If you look at their website homepage you will not find the word computers anywhere within the text or the meta content.
