I have a website for students (high school, colleges, university) who usually don't want to study, have no time, don't know how to solve or just leaves her homework to the last moment.

How to target FB and Google ads just for them.
How to describe this kind of audience?
I think that they are mostly boys and they have lots of friends (popular in the school?)
...what else?

well this is a quite interesting question. For this you have to think like them. just create an ad which they usually like. Then target all schools and colleges and set bid on click may be you'll get huge amount of impression but you'll get click only from those peoples.
That is how you an reach them.

Stating that you believe they are mostly (popular) boys with a big network is a bad stereotype; I went to an all girls school and there were plenty of girls that sat at the back of the class not working or paying attention, and they weren't popular.
Its tough to give advice without more information, what is the overall aim with your website?

I agree with Steve you need to interact with your target audience more to understand how your product/service can help them and what their social habits are. Then you can attempt to work out a marketing strategy, be it on social media or otherwise.

The other point I would make is you say your website is targeting high school to University students, so that would roughly be ages from 18-30's, it's quite a large net you are trying to cast for an age range that communicate in different mediums and use social media platforms for different purposes.
