How to get a Import/Export licence in UK

I want to import optical's and parts from India. Can you please help me?

I want to know :|
1. how to get licence?
2. what is the import duty +vat on it?
3. what can be the transportation cost?
4. do i need export licence of India as well? if yes then do i have to pay a export duty as well in India?
