Help with approaching DMs for discount scheme

I am currently working on setting up a community discount card scheme from scratch for our 350+ paying local members on our socialising website. I have been approaching local business with a friendly and informative email introducing myself and what the scheme involves along with the benefits of joining. I'm not having much luck.

There's a bit too much to explain over the phone, and I am not confident with my sales skills to pay a visit and as we have no budget for this I don't have explanatory materials just a flyer. What could I do to get companies interested in the scheme, and to make sure my emails are read and not just disregarded as spam?

No budget at all? Not even for stamps?
Selecting 100 or even 50 of your 'ideal' businesses and sending them a letter often works. (assume you have a computer and Word)
Make sure you outline the benefits to them and hand write the envelopes.
