Without having a clear insight namely what kind of business / service / products you have it will be difficult to give a tailor-made answer.
It looks like the clear message and / or focus is missing. You have enlisted the key ingredients of any business success so it should work.
Enlist your key features & benefits + ask your current clients what the most important are for them. Compose your messages accordingly: enhance the biggest impact things (1-2 or maybe 3) and try to get top-of-mind awareness for these.

What's the business/target market?

It sounds like the content could be the problem, rather than the medium. Using Adwords works but your key words to focus on a specific target market to ensure you're getting the right kind of visitors. Then the website/page you're sending people to needs to be written and designed to convert. Traffic is useless if visitors are leaving straight away.

Facebook is pretty useless unless you're paying to promote your page and content. Without doing so, only about 10–15% (on average) of your audience will see your content. Similarly with Twitter, tweets are more for sharing (mainly other people's) content and engaging with an audience. If you're just posting sales-speak all the time you're unlikely to get anywhere with social media.

If recommendations are working, perhaps provide an special offer/bonus to anyone who refers you?

Again, if you can tell us more about your business we can provide better advice.
