PRINCE2 (PRojects IN Controlled Environments) is a process-based method for effective project management.

PRINCE2 is a de facto standard used extensively by the UK Government

That last sentence is the kiss of death, huh? ...Why not do as the UK Government does and make a complete gerferklemix of your project...Prince 2-the ginge one.

Yes its a methodology for project control for budget, time, cost, resource, risk. There are other methodologies and some industry specific ones like DSDM which is more aimed at dynamic/agile development and roll out.
