Handing out flyers outside train stations and on trains?

Hi there,

I have an advertising question.

I would like to know if I am allowed to hand out flyers to promote my business outside train stations/in the street and also if I am allowed to hand them out on actual trains?

With permission you can hand them out where you want.
Public places such as in the street generally the council do not appear bothered.
Private places - in train stations and in trains, the owners may well have an issue where you are not paying for the privilege.

I can chime in here as I worked at a train station for five years. The people you see will have sought permission and are likely paying a fee to promote on Network rail property or a Train Operating Company's rolling stock. In my station's case (can't speak for all of them) the street directly outside was still network rail property.

You definitely don't want to go in there without asking though. A certain political party tried that and got swiftly ejected from the premises with a loud, embarrassing tannoy message to seal the deal.

    On private land or premises you need owners permission as already highlighted, you will quite often get charge for this The Clean Neighborhood and Environment Act, 2006, allows local authorities to control the distribution of leaflets in their towns and Cities.

    Private places - in train stations and in trains, the owners may well have an issue where you are not paying for the privilege.

    As a daily rail commuter, I can say with some authority that passengers will probably have an issue having leaflets thrust upon them whilst they are trying read the paper, a book, watching a movie, do their make-up etc.
