hand made cosmetics-need advice on starting

I want to be able to make home-made and hand-made hair and body creams to sell but really dont know where to start in terms of what insurance i need and if i can do this as a sole trader or do i need to be a ltd company?
Also will i need my products to be tested or can they be sold online with fda compliant labelling?

Will appreciate any help/advice

All cosmetics, creams, lotions etc.. must be tested and passed prior to being sold to the public. Just creating something and selling it even if the label states it is compliant can land you in a lot of trouble.

Technically speaking, if anyone is making and selling products then you should have product liability insurance. But, unfortunately it is very expensive, we have had ours for years and each year it seems to go up, even though we have never had a claim, drives me nuts.
