Gaming cafes

I was once told by sony that the uses of their products are not permitted in a commercial setting, this was about 4 years ago.

But now I see a few gaming cafes popping up in London offering play with PC games, ps3 and xbox in their premises. I think they charge by the hour.

Have they changed their terms of use or are these cafes using a loophole?

Can you just set one up, or would you have to acquire permission from Sony Microsoft?
