Exporting fabrics from UK to Turkey

Does anyone have experience in exporting fabrics from England to Turkey? I have been given different information from different agents so wanted to see if anyone has first hand experience that can shed some light on the requirements.

What forms need to be supplied and is it true that these need to be approved by the Turkish chamber of commerce in England?
How do the rules of origin apply to fabrics? For example, if a fabric originates in another country but is treated further in England to become the end product, does this satisfy the rule of origin?
What are the local custom fees?

Anything else that I need to be aware of?

I haven't sent any commercial products but speak to 'ABS Transport' as they do deliveries to UK. They should be able to guide with the steps.
