If you import from China, you will get charged VAT by whoever delivers it - TNT, FEDEX, UPS Parcelforce, Royal Mail etc - you may or may not get charged import duty, depending on the declaration on the package. You will also pay a handling charge for them settling your tax/duty as a disbursement. I got a Fedex one today - Duty was 14.92, VAT 66.49 and what they call the advancement fee for processing and paying on my behalf, 10.75. You can scale up or down from this to work out how much you will pay. This was for electronics, which sets the duty rate.

I'm registered, so can claim the VAT back, if you are not, then you have to pay it and forget it!
