eBay Sim Card Supply

I'm aware of O2 Star Trader and GiffGaff Super Recruiter programmes, which I assume is what is used for supply of the sim cards you see being sold on eBay for 99p with free 1st class postage.

Are there similar programmes out there for the other networks? There are Virgin, Vodafone, EE, Three etc being sold on eBay, so where do they source bulk supplies of sims for these networks, anyone know?
