If you are accepting credit card details on your site, then you do. Your payment provider or bank will usually also ask you for a server that passes all its security tests too.

I know that with HSBC security metrics will check your site every 3 months and ask you to make server changes. so you should also have vps or dedicated server with a technician at hand to make these server side changes.

If you use sagepay form or worldpay form method where card data is collected on the payment providers pages then you do not. However, some customer may not be happy about giving address/personal information in the checkout with no SSL. So I would still receommend it but you will not need to pass any security audits for this method, which can become costly.
