E-Book or app for museum guide

I'm looking a creating a general guide for people looking a Roman mosaics in museums based on what to look for, how the patterns were constructed etc.

It won't be huge, just something to look at on their phone/iPad while they're walking around. The sections will have images in plus varying depths of information.

I know very little about apps so was wondering should I look into having an app done or just go for an e book format (can these be used effectively?).
