Discount code issues

Hi
Has anyone else had problems with the special offer facility.

We have a code customers can use at checkout to get 10% discount on full price products but even if I enter a product at special price using from- to date boxes, it is allowing people to still use the full price product discount.
I have even gone into the rules/actions and added a product name to the area that says "product name does not include" to try to prevent it.
Any ideas - similar issues?
And just since I am here, an annoying quirk when we take a phone order and enter on magento, the choices are No payment info requested OR payment by cheque. Since they are card payments, I tick the box for no payment info requested but when i print off invoice, it always says payment method: cheque?

Never came across the issue but I'd seriously recommend updating your version of Magento for a wide variety of reasons...

Magento 1.3 is extremely old, I don't have any sites running on this anymore to even test, upgrading would be tough as the database has changed alot since then, it is possible but you would have to do in stages and its likely your themes will not work.

For the phone orders are you placing them through the admin? If so this is a useful module

There are known issues for this sort of thing back in the v1.3.x days - as above - I'd recommend getting that upgraded.
