Didn't get authorisation code

I registered for PAYE by online services and I didn't get any code to active this service and I must pay salary for employees. What should I do in this situation?

Yes, I have PAYE numbers. Due date is for 4 september, but I didn't get anything yet. It is normal that HMRC send this code so late?
I'll be use basic paye tools for now.

No, I'm waiting for code for PAYE to enroll for online services.

It's a long time since I signed up for PAYE, and I can't remember the process, but I don't see why you can't just run your payroll through Basic Tools? What do you need to do online? Basic Tools should handle the RTI return, using your PAYE and Accounts office references.

Because when I want to send FPS, I must fill up my login and password in HMRC.

If you're a new employer HMRC gives you 6 weeks' leeway for making your first RTI's. So just run the payroll to get the figures, so you can pay staff and file the RTI when you get your code. If it has been more than 2 weeks since you registered I would ring the employer's helpline on 0300 200 3200, you'll need your reference numbers. If you want to avoid hanging on for 40 minutes, it's best to ring between 8am and 9am.
