my client is contractor works in the UK and now he plan to do some works in Poland just on temporary basis no longer than 2-3 mths. Is this works outside UK could be done under CIS regulation ?

UK only however he may get hit with tax at source in Poland with the work being carried out over there. Seen similar situations with clients who carried out a temp assignment in the likes of Norway.

I think the more serious question here is whether he could become taxable in Poland , for example, if he provides construction services then these services could be land related and as result will be considered as vatable in Poland. I don't know whether in Poland there is a VAT registration threshold for non established traders. In U.K. We don't have such threshold, meaning that non established trader will be obliged to register as soon as he starts or intends to trade.
If his income is taxable there he will of course get a relief on his SA for any tax paid.
Can I ask what kind of services does he provide?
Is he incorporated?
