comply with the HACCP in this way can someone explain?

Hello everyone, I am in possession Italian haccp, haccp and of level 3, so I know the topic but I have the following doubt ... to comply with the HACCP I must have frizzer and refrigerators with external thermostat to ensure proper maintaining the temperature now, I have seen many cafe licensed a3 furnished with household refrigeratorsthen unfit, how is this possible? thanks

Surely what's important is making sure you comply with whatever regulations you need to, to enable you to run your business. Put your energy into this and starting up a successful business, rather than worrying about what others are doing.

I agree with you .... but what I'm wondering since I am Italian ... maybe things are simpler here in england or italy these people are against the law? .. and if these people are against the law because no one makes them close?
