I have done some analysis on the links used by a competitor on google. Amongst other things they seem to have set up a a couple of link wheels through a variety of free blogs they've set up and I'd be interested to try out a similar tactic to help boost my ranking. I must ask however though:

1) Do link wheels actually work better than loads of one way links?
2) Will Google penalize me for doing this?
3) any tips for getting the best out of link wheels?

Use high quality sites in your link wheels.
No penalty if not abused.
Be consistent with the content, deep link to other pages as well as home page.
Don't expect quick results, link building is a process.
