Commercial Electrical Certificate NICEIC, Who is responsible?

Please can someone offer advice. I am just to about to vacate a commercial premises which has only been used as storage and has never had an electrical certificate since we rented it in 2008
The landlord is now demanding that we do this before leaving and I have concerns that this may become expensive if repairs to the electrics are required. Is this legally our responsibility or the landlords?

It is entirely dependent on what it says in the lease.

It is a fully repairing lease but the is no specific mention of the electrical certificate in the lease

So to fully repair the building needs what?

The detail matters. what do you mean by "no specific mention" . Does the lease detail the required building condition? There are two ways to resolve this. Either take the lease to a commercial solicitor and pay for their opinion, or ask the landlord for the legal basis for his demand.
