Im trying to find an easy solution for a mate - to allow them to easily put a simple website up that allows them to handle the content.

Can any recommend one that is easy to use, with templates & cheap?

Not new news but hey...someones gotta say them

Wordpress - Loadsa themes for under £50 (good ones too). Easiest and best for a novice IMHO.
Joomla 2.5 (my fav) - Loadsa templates. But a bit more under the bonnet for your mate to get to grips with.

If he wants a really easy solution to be create and manage a website using drag and drop, point and click edit of text areas etc. then he could take a look at these easy to use site building solutions:

Weebly: http://www.weebly.com/
Moonfruit: http://www.moonfruit.com/

Both have many built-in design templates as well as allow 3rd party designs.

WordPress is easy to use, but Weebly and Moonfruit are even easier.
