Clearance Fee by Parcelforce deductable?

Hi there,
I'm very new to this and would like some help to a possibly stupid question...but hey, that's how we sometimes learn, right?
I've received a parcel of my imported goods via Parcelforce and the breakdown on the invoice has this line:
Clearance Fee (zero rated for VAT) £13.50
the invoice also shows import VAT that I need to pay but I'm just a bit confused if the clearance Fee also is VAT deductible?

If the clearance fee is zero rated then there is no VAT to reclaim.
