catalytic converter Business

So I've been buying and selling catalytic converters for a while now. Basically shifting them through eBay and a local recycling company. EBay has been ok and the recycling company charge a flat rate, doesn't matter how much the cat is worth, so not great money there There's potential here to open up a small 1 or 2 man operation to start buying in more volume. Id offer a lot better price than the recycling company. Not sure what licences I would need as I'm not recycling the cats but basically being the middle man. Can't seem to find information on what way I should go about setting this up regarding legislation etc. Anyone have any ideas?

Sorry is this new cats or 2nd hand cats?
As be careful on the years as post 2001 has to be type approved and therefore more expensive and risk failure of the mot

These are second hand cats. There also being bought and resold for the platinum inside not for using on cars
